The Ministry of Tribal Affairs is hosting the National Conference of District Magistrates on PM JANMAN, aiming to accelerate the scheme's implementation by sharing best practices across districts. The conference will focus on key areas such as rural development, PVTG hostels (schools), drinking water, and more.
About PM JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan)
- Launched: On Janjatiya Gaurav Divas (15th November 2023)
- Focus Areas & Ministries: The initiative includes 11 critical interventions across 9 line Ministries/Departments.
- Objective: To bridge developmental gaps in tribal areas, including the construction of pucca houses, deployment of mobile medical units, establishment of health and wellness centers, and setting up Van Dhan Vikas Kendras.
- Budget Allocation: Approximately ₹24,000 crore for the period 2023-24 to 2025-26.
- Coverage: Part of the Development Action Plan for Scheduled Tribes (DAPST).
Challenges Faced by PVTGs:
- Structural Discrimination: PVTGs are often labeled as "primitive" and "hostile."
- Land Alienation: PVTGs frequently lose access to land and forest resources and are forced into bonded labor. The improper implementation of the Forest Rights Act (2006) leaves many without land rights.
- Health Issues: PVTGs suffer from high rates of infant and maternal mortality, malnutrition, and anemia.
- Education Barriers: The education systems are disconnected from the cultural knowledge of PVTGs.
Initiatives Taken:
- Article 275(1) of the Constitution: Ensures grants-in-aid from the Consolidated Fund of India each year for promoting the welfare of Scheduled Tribes.
- Pradhan Mantri Janjatiya Unnat Gram Abhiyan (PM-JUGA): Aims to improve socio-economic conditions in selected tribal-majority villages.
- Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY): Focuses on transforming villages with a significant tribal population into model villages.
